We are writing to express our concerns about the scope of the proposed amnesty for members of the National
Liberation Army (NLA). It has been reported that as a confidence-building measure in the peace process
Macedonian authorities have committed themselves to an amnesty for NLA members who disarm voluntarily.
While Human Rights Watch is not opposed to an amnesty per se, we urge the Macedonian government to
ensure that the terms of any such amnesty respect Macedonia's obligations under international law.
